Director y profesor del Latin American and Caribbean Center de la Universidad Internacional de la Florida donde edita la revista Hemisphere. Autor de alrededor de sesenta artículos sobre asuntos latinoamericanos y de varios libros entre los que se destacan: Revolution and Reaction: Bolivia 1964 - 1985(Transaction Publishers 1988); tres volúmenes del Latin America and Caribbean Contemporary Record (Holmes and Meier Publishers); Latin American Political Economy in the Age of Neoliberal Reform (Líen Rienner Publishers 1994); Democracy Markets and Structural Reform in Latin America; Argentina Bolivia Brazil Chile and México (Líen Rienner Publishers 1995); y Entre la Droga y la Democracia (Fundación Freiderich Ebert 1994).
Ha sido consultor de organismos internacionales incluyendo el Banco Mundial USAI y PNUD. Es miembro del Consejo Editorial de “Foreign Affairs en Español” “Colombia Internacional” y del Council for International Exchange of Scholars.
